I have served as a police officer in Special Investigation Services, Detective Services, Street Crime, Gun & Gang Task Force, Community Response, Youth Services, Community Policing, Intelligence Services, Investigative Support in Professional Standards as an Investigator & Surveillance Officer, ‘Wire-Tap’ investigator/supervisor, and have assisted with Homicide investigations during lateral assignments; including criminal gang cases & offences related to firearms & explosives. I have been actively studying and investigating criminal gang culture, gangs and gang members since 1995 and was the first operational gang coordinator for the Toronto Police service. I have authored and assisted with implementing strategic, tactical, operational and community plans regarding criminal street gangs municipally, provincially and federally with the Sol. Gen. of Canada. I am a certified Advanced Trainer/Instructor and have operational certifications and years of experience as a Surveillance Officer designated by the Criminal Intelligence Service Ontario (CISO), Toronto Police service and was trained, certified, designated, authorized and tactically operated as an undercover agent under the authority of Bill C-24 in wire-tap investigations on elite covert and enforcement teams. I have revolutionized and pioneered the manner to which gang associates and gang members are lawfully debriefed and intellectually interrogated by investigators within the Toronto Police service. I have instructed numerous surveillance courses and brought certifications of Advanced Vehicle Concealed Compartment Search from the DEA and have instructed students on the discipline of “vehicle-traps”. I have attended investigators’ conferences, seminars and courses in North America and have extensively instructed crown attorneys, defense lawyers, judges, police organizations, community groups, young people, city officials and intelligence agencies in the discipline of Criminal Street Gangs. Additionally, I am the co-founder and driving force for Canada’s first Gun & Gang Task Force and assisted the Police Force with its design, development and operational implementation. I am responsible for training and mentoring new members of this elite unit and operated as Team Leader and Road-Boss who designed, enacted and executed countless tactical take-down plans and search warrant entries of known armed persons.
